This library holds every document that governs how procurement is run on the platform, grouped into four categories: guidelines that explain how to use the system, formal policies that set internal standards for agencies, the regulations that carry legal force, and the standard forms suppliers need to bid or self-declare. Anything published here supersedes informal advice given elsewhere.

Understanding the regulatory framework

Presidential Public Procurement Authority's documents sit in a hierarchy. At the top is the Public Procurement Act and its accompanying Regulations, which carry the force of law and cannot be overridden by any agency. Below that sit Policies — internal standards, such as the Conflict of Interest Policy, that every procuring entity must apply consistently. Guidelines sit beneath policies and provide practical, plain-language instructions for suppliers and procurement officers on how to actually use the platform day to day. Forms are the standard templates referenced by the policies above them — using a non-standard format for a bid submission is grounds for disqualification.

When a document is updated, the previous version is archived rather than deleted, and the effective date is shown on the document itself. Suppliers bidding on an open tender should always check that they are using the version current as of the tender's date of issue.
